Heaven

Order and rules over all else.
Mercy is only for the god. Angels are to obey the rule of law.
Souls in heaven are to be contained so that they cannot be altered after entry. No outside contact.
Every soul is to be tracked for their protection
Outside contact is forbidden. Only contact is indirect and screened through angels
God is occupied with other issues. The innmates run the asylym
Line for judgement is DAMN LONG due to more smiting and less pre-clearance
Angels would rather not deal with souls, but they have to because it was said and so it must be.
Souls are the only thing with any flexibility in heaven and the only thing that gives them an edge against Hell's attacks.

Guardian Angels: Tasked with protecting souls while alive from minor demon attacks. Only angel to attach to mortals and care.
Standard Angel: Keeps heaven running day to day. You grunt in the heavens.
Archangels: Most powerful angels. They give all the orders and all obey them. Self-important assholes 90% of the time.

Devils run the organizational aspects under their own rules, but there are rules
Demons are in charge of executing rules more or less as they see fit as long as it gets done.
Fallen angels are extremely rare. Lucifer hasn't been seen in millennia.
Souls are to be tormented because suffering and pain fuel the demons that keep hell running
Souls generally must suffer their worst moments over and over again.
Any soul that somehow gets over that moment will become a demon or become someone's bitch
Demons are mostly lives of horrible sinners that killed their own souls. They get to have fun all the time.
The most insidious or of souls, or those with no ability to regret or feel remorse, may apply for a job
In general, Hell is chaos due to so many souls having their own personal mess overlapping on all others.
Infernal machines exist to get maximum energy from torment

The Lords of Hell and Unholy Triunity: The very top tier just under Lucifer. Baal, Beelzebub, Mephistopheles. They all have their own agendas and portions of hell.
Devils: Hell's administrators and keepers of the laws. Shit gets done because if it doesn't, they will wreck you. They exist because they always have.
Demons: Come in all varieties from annoying imps to utterly terrifying demons. They are what keeps hell operational, and they make up the bulk of the non-mortal populace. Demons can appear as spawn from other entities, but most are mortals who were so foul they killed off their own souls and signed on the dotted line.
Incubi and Succubi: Lillith's children. They are special in that they can infiltrate holy sites and corrupt devout followers. Independently powerful like a devil and used like a demon, there tends to be a lot of friction between them and the other agents of hell.

Home of Reapers and the Angels of Death
Also home to souls neither bound for heaven or hell.
Souls more or less take care of themselves and share the area with the reapers.
Reapers are generally on the side of the souls and try to help them find their way
Angels of Death (AoD) collect souls that Fate demands. Also serve as messengers and covert agents.
AoD rank over Reapers and can call them in to assist to ensure souls are kept safe during an operation
The Underworld Trinity
- Samael: Angel of death and commander in chief. In charge of retrieval often times at force
- Charon: Tends to the newly arrived souls and is in charge of them until they are deemed to cross into Limbo or go elsewhere. Also in charge of border security.
- Anubis: Does judgement and final placement. Will redirect souls to one of the planes or another location based on faith and deeds of the soul in question.

Lucifer: The original fallen angel. After falling from heaven, Hell became a natural project for him. However, at some point after several failed attempts against Heaven, he seemed to vanish. No one aside from Lilith is sure of where he is or what he is doing. Bitter and stubborn, he still remains set against heaven and set on proving himself both better and right.
Lillith: Mother of demons with Lucifer. Her trademark children are the incubi and succubi. She left hell long ago though some say they have seen her return on occasion. She is actually on the mortal plane pursuing her own agenda that is in part to spite heaven and in another way trying to make amends. She remains a powerful entity with all the ancient energy and near immortality that she had back in the days of Eden. In recent days, she seems to favor mortals and sees it necessary to become part of them as to finally create the race God intended in the first place, a race damaged by being split from her and by having Adam and Eve fractured from each other.
